Council announced its unanimous appointment of Mr. Goheen on May 7, following the announcement last month that former CAO Marcia Wallace had resigned.
Mr. Goheen takes the reins at a challenging time for municipal governance. In addition to the loss of Ms. Wallace, Director of Finance Amanda Carter has resigned, and Manager of Planning Michael Michaud has also departed.
“I have strong confidence that as Interim CAO, Adam Goheen will oversee our organization with great dedication and will provide excellent leadership to County staff as we navigate through this transition period,” said Mayor Steve Ferguson. “Mr. Goheen’s knowledge and experience will be invaluable in ensuring the organization continues to effectively serve the community.”
Currently serving as Director of Housing, supporting both the Prince Edward County Affordable Housing Corporation Board’s priorities and municipal projects that assist those in need of housing, Mr. Goheen joined the municipality in July 2020 as the Director of Operational Services. Council will undertake an extensive search for a permanent CAO. It will also be seeking a new Director of Finance and Manager of Planning.
In accordance with Ontario’s Municipal Act and his new Strong Mayor powers, Mr. Ferguson delegated the power to appoint or dismiss the Chief Administrative Officer to Council.
The Government of Ontario gave Strong Mayor powers to 169 municipalities, including Prince Edward, as of May 1. The purpose of the extended powers is to help municipalities deliver on provincial priorities for building more homes, transit, and other infrastructure.
