In addition to looking for a new Chief Administrative Officer, the County of Prince Edward will soon be on the hunt to replace its current Director of Community Development & Strategic Initiatives.

Neil Carbone tendered his resignation to acting Chief Administrative Officer Robert McCauley on Tuesday.

According to an email sent by County communications Director Mark Kerr Wednesday morning, Carbone is leaving the County of Prince Edward to assume the role of CAO with South Frontenac Township, a mostly rural municipality north of Kingston that includes the communities of Harrowsmith, Inverary and Battersea.

Carbone’s final day at Shire Hall will be July 12th.

Carbone was recruited to come to Prince Edward County in the fall of 2012 from the northern Ontario community of Sioux Lookout and was positioned as a driver of local programs, initiatives and developed functions that impacted virtually every sector of the municipality’s business.

In recent years as his profile grew everything from tourism to infrastructure to development had Carbone’s fingerprints on them. Among his most recent initiatives included the County’s Affordable Housing Corporation and the role out of the Short Term Accommodation Bylaw.

“We acknowledge the outstanding leadership Neil brought to the CDC. His dedication, insight, and collaborative approach contributed to the successful implementation of a number of programs, services, and initiatives,” says Robert McAuley, Acting Chief Administrative Officer.

Shire Hall has been fighting a seemingly uphill battle on senior staff attrition since the 2018 municipal election. Carbone’s departure comes about a month-and-a-half after past CAO James Hepburn and the municipality ended their professional relationship April 1.

Prior to Christmas, the County of Prince Edward lost its Director of Operations as Preston Parkinson left to become Brighton’s Director of Public Works and Infrastructure.
