An executive of CUPE Local 2275, Carol Ryan, also a former employee of the County of Prince Edward, has been charged with defrauding the union of over $100,000 by Prince Edward OPP.
Ms. Ryan of Prince Edward County was charged with fraud over $5000; theft over $5000; criminal breach of trust; forgery; and mischief that obstructs, interrupts or interferes with the lawful use, enjoyment or operation of property.
The OPP conducted an investigation in October 2022, examining conduct over several years. That investigation is ongoing.
With the assistance of the Prince Edward County Crime Unit, Ms. Ryan was arrested and charged after police received a report from the union over potential financial malfeasance last fall.
Cathy Lonergan, CUPE National Communications Representative, confirmed to the Gazette that the Local branch requested Prince Edward OPP to “launch an investigation into alleged misappropriation of union funds by a former executive board member,” and “will be fully cooperating with the authorities.”
“We will wait until the conclusion of the investigation to determine our course of action,” Ms. Lonergran said.
According to a LinkedIn profile, Ms. Ryan at one time worked in the County of Prince Edward’s building department.
Municipal spokesperson Mark Kerr said the municipality is aware of the charges laid against the former employee and confirmed those offences related to her role as treasurer of CUPE Local 2275 and not her employment with the County
Ms. Ryan was released from custody and is to appear before the Ontario Court of Justice on August 16, 2023.
