A traffic stop on Loyalist Parkway on Thursday has a led to a slew of drug and theft instrument charges against two men from the Greater Toronto Area.

Just after 2:00 p.m. members of The Prince Edward County Ontario Provincial Police (OPP) conducted a traffic stop on Loyalist Parkway in Hallowell Ward. Officers found the driver to be under suspension. 

Further investigation lead to the arrest of both the driver and passenger.

Officers seized a quantity of illicit drugs, a series of devices typically used for identity theft and merchant frauds including the following:

·        A quantity of suspected crystal methamphetamine

·        Drug paraphernalia

·        A quantity of new, with tags, high-end sports apparel and footwear.

·        A quantity of new, in the box, Milwaukee cordless power tools.

·        A quantity of new, in the box, electronics.

·        Approximately 25 gift cards with magnetic stripes.

·        Homemade electronic device believed to be a radio frequency identification skimmer.

·        Numerous large retail store receipts.

·        A computer tablet.

·        Numerous barcodes with tape.

·        Bank documents in another person’s name.

Dawid Mokszan, 37,  from Toronto and Krzysztof Harasiuk, 50, from Oakville were charged with following offences:

• Possession of a schedule one substance – Methamphetamine – Controlled Drugs and Substances Act (CDSA) 4(1)
• Identity theft – obtain or possess another person’s identity information – Criminal Code (CC) 402.2(1)
• Possess instrument for purpose of copying credit card – CC 342.01(1)(a)
• Possession of property obtained by crime under $5000 – CC 354(1)(a)

Mokszan was further charged with the following offences:

• Obstruct peace officer – CC 129(a)
• Fail to comply with recognizance – CC 145(3) -five counts
• Driving while under suspension – Highway Traffic Act 53(1)

The accused are scheduled for a bail hearing at the Ontario Court of Justice in Belleville on May 29, 2020.
